Floral Fertilizer is the Bone Meal of Botania!
It is used in several crafting recipes for items such as Mutandis and Magical Fertilizer. It is also used to spawn Mystical Flowers on Grass or Dirt.
It is found naturally in the world when breaking grass and can be crafted either by using Two Dandelion Yellow, Two Rose Red and a piece of Bone Meal or any four Floral Powders and Bone Meal. You can alternatively toss a piece of Bone Meal in a Mana Pool.
